Who we are

Buckland Development Limited (Buckland) is the Master Developer of the proposed 6,000 home, mixed- use development of Welborne Garden Village, north of Fareham in Hampshire.   Established in 2006 to originally represent Southwick Estate as the landowner of half the allocated site area, Buckland has assembled and funded its own in-house team of property specialists and wider team of external consultants to pursue its vision for Welborne as an attractive and enduringly popular place.

Southwick Estate has been within the Thistlethwayte family for nearly 500 years – over generations they have been the long term owner and custodian of the 7,000-acre agricultural Estate centred around the village of Southwick in Hampshire.  In the lifetime of such an estate, ‘long term’ means planning for future generations of residents, tenants, business and the landowner.  The influence of a committed land owner with such a long term vision means that Buckland is unlike many other developers in its approach.

In 2017, we submitted an outline planning application to Fareham Borough Council for the entire allocated Welborne area – the largest application the local authority has ever received.  In the same year we established Welborne Land Ltd and funded the purchase of the remaining land parcels. Buckland Development Ltd and Welborne Land Ltd are now in control of all the land necessary for the delivery of Welborne as set out in our outline planning application.

Together with Buckland Capital Partners Ltd and Portchester Equity Ltd, Buckland has the ability and resources to understand and deal with the technical, commercial and financial challenges associated with such a regionally significant project.  We are 100% focused on the delivery of Welborne with no distractions or diversion of resources to other projects.

We are focused on early investment, continued involvement and on-going stewardship. This is central to our approach to Welborne and intention to deliver the character and quality of our vision and focusing on place making to create a sustainable, resilient community over time rather than simply maximising housing numbers and short term returns.

Our commitment to early investment in infrastructure  is demonstrated by the planning, financing and construction of a 48MW solar park east of Welborne that has been operational since 2015 and provides sufficient electricity to the grid to power the entire new community.

Mark Thistlethwayte

Mark established Buckland Development Ltd. in 2006 to ensure his long-term vision for Welborne could be realised. As a local proactive land owner and the principal behind the 2,650 homes development of Berewood, Hampshire in a joint venture with Grainger Plc , Mark provides the strategic direction to, and vision for, Welborne. He has significant experience of funding and financial solutions for large scale residential-lead property schemes and investments for both corporate and institutional clients during his financial career with James Capel, Cazenove and LCF Rothschild.  He retains a number of non-executive directorships and a range of private trading companies. This knowledge and capability provide the innovative  commercial and financial direction needed to deliver the vision for a complex project such as Welborne .

John Beresford
Managing Director

John leads the team at Buckland Development Ltd, having previously run the strategic land business at Grainger Plc. He has over 20 years’ experience as a developer in the residential sector and has overseen the delivery of large-scale, complex schemes, including Wellesley in Aldershot and Berewood, Waterlooville.  While at Grainger Plc, John also set up and managed Grainger Trust Ltd which, as a subsidiary of Grainger Plc, is a Registered Provider of affordable homes. Prior to that, John started his career working for Bryant Homes and Taylor Woodrow.  John brings first-hand experience and best practice knowledge relevant to the creation of a large new community such as Welborne.

Paul Lambert
Finance Director

Paul manages the finances and accounts across Buckland Development Ltd, Buckland Capital Partners Ltd and four of the businesses within Portchester Equity Limited group.  His financial modelling expertise is particularly applicable to the financial complexities of the Welborne project and allows Buckland to effectively map a commercially sustainable level of delivery over such a long-term project. Before joining the Buckland team, Paul was the Finance Director of a substantial national property owning and management group of companies.

Paul Willoughby
Project Director

Paul is a Chartered Accountant who qualified with Ernest & Young in Southampton.  He has director level experience in both the financial and property sectors in privately and publicly owned (FTSE 250 National Housebuilder). This included a senior role with McCarthy & Stone Ltd. involved with land valuation, acquisition and business direction. He also has previous experience as a quantity surveyor on a range of building projects including private and social new build housing, redevelopment and refurbishment.  Paul is one of the project directors on Welborne focusing on project financials and strategic issues .

Fiona Gray
Project Director

Fiona has a range of technical and commercial experience from working within the property and construction industry since 1990, starting out as a site engineer for a major UK construction company and house builder then moving to project manager roles for a global engineering consultancy.  Prior to joining Buckland in 2008, she was Divisional Director within the Merger & Acquisition division of Willis Ltd. – working for both public and private sector clients advising on environmental risk management issues in large and complex projects.  Having worked on the developing plans for Welborne since its early stages, Fiona applies her broad knowledge to various aspects of the project as one of Bucklands’ project directors.

Paul Stewart
Technical Director

As a qualified Civil Engineer, Paul is responsible for overseeing the strategic and technical infrastructure works across Welborne, including roads, access, utilities and sustainable drainage.  His experience in large complex residential and commercial development projects has seen him manage all technical aspects from feasibility through planning to detailed design and construction on site.  Paul has also worked for developers on the design of on-plot levels and infrastructure to serve the houses.

David Griffiths
Non-Executive Director

David has worked on the Welborne project for over 8 years taking it from its early stages through to outline planning application. He is a Chartered Surveyor with over 30 years’ experience in property development . He has been involved in the instigation, planning and development of a number of high profile, locally prestigious developments such as Ocean Village, Southampton Waterfront and Oxford Science Park . He specialises in strategic development and project management .
